House of Representatives Orders Re-gazetting of New Tax Laws Amid Procedural Review

ABUJA – The House of Representatives has launched a high-level institutional review into the legislative and administrative handling of the recently enacted 2025 Tax Reform Laws, following public concerns over discrepancies in the versions published in the Federal Government’s Official Gazette.

The move comes after questions were raised regarding the harmonization of bills between the Senate and the House, the specific documents transmitted for presidential assent, and the final versions that appeared in the Gazette. To address these concerns, the National Assembly leadership, headed by Senate President Godswill Akpabio and Speaker Abbas Tajudeen, has directed the Clerk to the National Assembly to re-gazette the Acts. This step aims to ensure that the published laws are Certified True Copies that accurately reflect the versions officially passed by both chambers.

The four laws under scrutiny include the Nigeria Tax Act, 2025; the Nigeria Tax Administration Act, 2025; the Joint Revenue Board of Nigeria (Establishment) Act, 2025; and the Nigeria Revenue Service (Establishment) Act, 2025.

Last week, the House constituted a seven-man Ad Hoc Committee to investigate the matter after a lawmaker raised a Point of Order regarding legislative privileges. This committee is now working alongside National Assembly management to establish a clear timeline of events and identify any administrative lapses, irregularities, or potential external interferences that may have occurred during the process.

In a statement released on Friday, House Spokesman Rep. Akin Rotimi clarified that the review is a procedural exercise intended to maintain the integrity of the legislative record. He emphasized that the inquiry does not imply a defect in the National Assembly’s legislative authority but is a measure to ensure full compliance with the Constitution and the Acts Authentication Act.

“The House remains firmly committed to the principles of constitutionalism, separation of powers, and the rule of law,” Rotimi stated. He further noted that the leadership would take “appropriate corrective measures” should any procedural refinements be identified during the review.

The House leadership has urged the public to refrain from speculation while the institutional process unfolds, promising to remain transparent and provide further updates as the investigation progresses.
